I am a Hungarian politician from Transylvania, Romania, currently Member of the European Parliament elected in Romania on behalf of the Democratic Alliance of Hungarians in Romania, RMDSZ, member of the EPP. I was born on the 14th of March 1964 in the town of Hunedoara. I am married and I have a son.

I graduated the "Traian Vuia" Polytechnic Institute, Timisoara, in 1988, gaining a degree in electronic engineering, and the Faculty of Economics, University of Petro?ani in 2001, with a degree in Finance & Insurance.

I ran for the first time for an elected office in 1996, at the local elections in Romania, as a candidate of RMDSZ for the Hunedoara County Council. As member of the County Council, I worked in the Committee on Budget and Finance, as well as in the Committee on Urban Development and Public Works. I entered public service in 1999, when I was appointed Deputy Prefect of Hunedoara County by the Prime Minister of that time.

In 2000, I ran for RMDSZ in the parliamentary elections and won a mandate of Member of the Parliament of Romania, respectively Deputy in the Chamber of Deputies. I activated as a member of the Committee on Budget, Finance and Banking and of the Committee on European Integration. In 2004, I was appointed Secretary of the Committee on Budget, Finance and Banking.

In December 2004, I became member of the Government of Romania, being appointed Minister Delegate for Commerce in the Ministry of Economy and Commerce. In 2007, I held the position of State Secretary in charge of the Foreign Trade Department, later I became once again member of the Cabinet, being appointed Minister of Communications and Information Technology.

In November 2007, I ran on behalf of RMDSZ in the first elections in Romania for the European Parliament, gaining a seat in the EP. After less than two years I was re-elected for a second term in the 2009 European elections.

In the EP, I am working as member of the Committee on International Trade and the Delegation with India, and as a substitute member in the Committee on Regional Development. I used to work in the temporary Committee on Financial, Economic and Social Crisis between 2009 and 2011.

My main interest lies in the economic, financial and international trade fields and equally in the domain of the protection of national and linguistic minorities' rights across Europe. I am an active member of the Intergroup for Traditional Minorities, National Communities and Languages in the EP.

I am bilingual in Hungarian and Romanian and I am speaking fluent English, having a good command of French and basic knowledge of German.

PERSONAL INFORMATION
Iuliu Winkler was born on the 14th of March 1964 in the town of Hunedoara, in Transylvania, Romania. He is married and has a son, born in 2000




CAREER
Between 1988 and 1999, Winkler worked as an engineer in several automation and industrial services companies in his home town. Between 1990 and 1992 he was metrology branch coordinator of the Hunedoara subsidiary of I.A.M.S.A.T Bucharest, obtaining a licence for nuclear activity in 1992. For five years he was a representative of "Banat Crisana" Private Property Fund.
In 1991 Winkler became member of the Democratic Alliance of Hungarians in Romania, RMDSZ, member of the EPP. He held various responsibilities at local and at Hunedoara County level, being elected president of the County branch of RMDSZ in 2001, position he is still fulfilling. He is a member of the Council of Representatives of RMDSZ since 2000.

STUDIES

POSTRGRADUATE COURSES
Between 1995 and 1998, Winkler attended several postgraduate training programmes in Romania, Hungary, Germany and France. In 2003 he graduated the National Defence College of Romania.




POLITICAL CAREER

In the EP, he is working as member of the Committee on International Trade and the Delegation with India, and as a substitute member in the Committee on Regional Development. Winkler is an active member of the Intergroup for Traditional Minorities, National Communities and Languages in the EP.

Winkler's publications include economic and financial papers and analyses published in specialized journals in Hungarian, Romanian and English languages (Piata Financiara, Közgazdász Fórum, The Entrepreneur, etc.). He held presentations on international economic conferences and seminars in more than 30 different countries across the world
